Neighbourhood CIL: 2023 Allocation Decisions ED06574

Community Infrastructure Levy is a charge levied on new development. It is intended to help Councils deliver the infrastructure needed to support development. The Council has been collecting CIL from liable development since 6 April 2015.

A portion of CIL is set aside as Neighbourhood CIL to be spent on local priorities identified by the local communities. There is a total of £3.9 million (as of June 2023) of NCIL collected from developments in the Borough.

A six week bidding period opened on the 8 June and closed on the 30 July 2023. This invited the Borough’s communities to put forward bids for the NCIL 2023 funding round.

Ward councillors will consider the bids along with the officer reviews and make their NCIL funding allocation decisions. The Executive Director for Environment and Communities will make the Executive Decision to release the NCIL funds for the funding allocation decisions made by ward members.

Consultation process

The Council consulted borough residents, community groups, residents’ associations and ward councillors to establish community priorities between 11 February and 24 March 2020. The Council invited the Borough’s Communities to put forward project bids for NCIL funding between 8 June and 30 July 2023. The NCIL bids received and supporting information is being shared with all ward councillors through the Members Hub NCIL intranet page and by email. Ward councillors will use the shared material to make their decisions on which projects are to receive NCIL funding.
